Trailwood Hills - Parking Update December 3, 2007

After extensive research by various city departments regarding the street parking in our neighborhood, the following recommendation will be presented to City Council on December 4, 2007:

It is recommended that a no parking zones be established on the east side of Laurel Falls Lane beginning at Trailwood Hills Drive southward to Alder Ridge Lane. On the east side of Appalachian Drive beginning at Beech Gap Court southward to Alder Ridge Lane. On the west side of Beech Gap Court beginning at Laurel Falls Lane southward 840 feet. On the east side of Trailwood Hills Drive 200 feet south and 125 feet north of Laurel Falls Lane.

A request was received from the Trailwood Hills Homeowners Association to restrict parking on Laurel Falls Lane, Appalachian Drive, and Beech Gap Court due to insufficient width for emergency vehicles to pass if cars are parked on both sides of these streets. They would also like restricted parking on Trailwood Hills Drive to assist with sight distance problem when exiting Laurel Falls Lane.

If the above recommendations are approved, please amend the following Traffic Schedule:

Add to Traffic Schedule 13:

Laurel Falls Lane, east side, beginning at Trailwood Hills Drive southward to Alder Ridge Lane. Appalachian Drive, east side, beginning Beech Gap Court southward to Alder Ridge Lane.

PLEASE NOTE THAT WE WILL BE ASKING THE RALEIGH POLICE TO ENFORCE THE RALEIGH PARKING ORDINANCES, AND ESPECIALLY THE ORDINANCES WITH RESPECT TO INTERSECTIONS (4 BELOW) AND DRIVEWAYS (11 BELOW). Adhering to the driveway ordinance is especially important because this will allow for people to have clearance to enter and exit their driveways, and will also give them a place to put their trash and recycling bins on trash day.

Raleigh City Ordinance 11-2171 Parking Prohibited in Certain Places: No person shall stop, stand or park a vehicle (attended or unattended) except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control device in any of the following places:

  1. On a sidewalk , in the area between the roadway and the sidewalk , in the area between the right-of-way line and the roadway or in the median area of a divided roadway.
  2. On or within twelve (12) feet of a crosswalk.
  3. Within an intersection.
  4. Within twenty-five (25) feet upon the approach to any flashing beacon, stop sign or traffic-control signal located at the side of a street or roadway.
  5. Underpass approaches. No vehicle shall park on either side of any street approaching a railroad underpass or overhead bridge within fifty (50) feet in any direction of the outer edge of such underpass or overhead bridge.
  6. Grade crossing approaches. No vehicle shall park on either side of any street approaching a grade crossing within fifty (50) feet of the closest rail; provided, that where existing permanent structures are located along the street and closer than fifty (50) feet, parking may be permitted in front of such structures, unless otherwise prohibited, if the parking does not interfere with the view in either direction of an approaching locomotive or train.
  7. Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
  8. Upon any bridge or other elevated structure or within any underpass structure.
  9. On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.
  10. Within fifteen (15) feet in either direction of a fire hydrant, unless a greater or lesser distance is designated by action of the Council and appropriate signs or markings are displayed.
  11. Within five (5) feet on either side from a private road or driveway, or in such a manner to block the passage of vehicles to or from such road or driveway.
